 Horizon scanning for InvigoratEU’s visioning process

This literature review explores foresight studies on the EU and its Eastern Partnership and Western Balkans candidates. It identifies critical drivers and trends, and visualizes existential threats, challenges, and opportunities for these countries in their path to the EU. This chartbook highlights diverging trajectories and identifies six key areas in which cooperation and integration with the EU are most needed: public opinion, governance, economy, demographics, societal issues, and resilience and strategic autonomy. We address research gaps by pulling together a new set of countries and using data to cover missing indicators in existing literature.

Scope of countries: Albania, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia and Ukraine.
