In the interest of disseminating reflections on different current international issues, the present Miscellany edition of the CIDOB Journal, Afers Internacionals, focuses attention on matters that are polemical to a greater or lesser extent and that are dealt with to varying degrees in public debate.
Thus, it deals with the following topics: an assessment of decentralised Spanish international cooperation in Central America at the municipal level; an analysis of the tendency that will mark the future of foreign policy in Bush’s second term; a review of the relations between the United States, Russia and the European Union; the role of the regions in Europe; an evaluation of Spain’s current foreign policy; an examination of the main challenges facing East Timor, the youngest state on the planet, after winning independence in 2002; and a study on the deprivations of freedom in the People’s Republic of China and the need to implement measures to bring the legislation and practices of this country into line with international human rights standards.
