OPEN EUROPEAN DIALOGUE
The Open European Dialogue - formerly known as the Mercator European Dialogue – is a politically neutral dialogue platform for Europe’s policymakers, focusing on members of Parliament who value open exchange.
It is cooperatively run by the German Marshall Fund of the United States, the Barcelona Centre for International Affairs, the Istituto Affari Internazionali, the Hellenic Foundation for European and Foreign Policy and APROPOS-Advancing Process in Politics. The project is supported by the Mercator Foundation, the King Baudouin Foundation, and the Robert Bosch Foundation.
The Open European Dialogue connects European policymakers across parties and nations, providing a unique space for dialogue and promoting innovative political conversations. It aims to improve political engagement by supporting politicians in better understanding different political challenges and perspectives from across Europe.

Project outcome | Political Leadership in an Age of Turmoil
At the end of September 2024, in Zagreb, 47 policymakers from different levels of governance, from the local to the EU level, representing 23 different countries, and 37 parties across the political spectrum, came together to discuss political leadership in times of heightened societal tensions and conflict at the IX Open European Dialogue: “The Age of Turmoil“.
Against the backdrop of rising political aggression, escalating international conflicts, and deepening societal divides over fundamental democratic questions, politicians across Europe had a chance to identify, dissect and confront what is emerging as a pivotal collective challenge for politicians today: that of having to inhabit, navigate and constructively channel an increasingly polarized and extremism-prone political landscape.
Engaging in an exercise of collective diagnosis and reflection, participating politicians in the IX Annual Policymakers’ Dialogue put together The Parliamentarian Code of Conduct – a set of heartfelt principles and practical recommendations by politicians and for politicians seeking to operate strategically in an age of turmoil.
