Francesca Lupi

Researcher and project manager
Francesca Lupi is a researcher and project manager in the Europe program of CIDOB. She first joined CIDOB as a research assistant in 2024 and continues to work there researching the EU’s social pillar and funding mechanisms, along with supporting ongoing projects in the program. Her interests and research include EU public policies, and EU migration policies (focusing on the external dimension and migrant reception).
She holds a Master’s degree in Public Policy, focusing on European Public Policy and Migration studies, from the Institut Barcelona de Estudis Internacionals (IBEI), and a Bachelor’s degree in Economics and Business from the Erasmus University Rotterdam, with a major in Policy Economics and a minor in European Integration from the Erasmus School of Law. Before joining CIDOB, she worked as an intern in the global governance program at the Istituto Affari Internazionali (IAI) in Rome, where she contributed to the drafting of a White Paper for the European Commission. She was also a research consultant for the United Nations Refugee Agency (UNHCR), where she evaluated the policy effectiveness of refugee self-resilience programs in Uganda.
