Seventeen years after his accession to power, the essence of Putin’s regime is still an open question that triggers intense debates. A new social consensus around conservative values seems to be in the making. But how real is it? In the US and the EU, Putin has become an icon for far-right and populist groups. The Kremlin is using its powerful media tools to nurture these groups and attract support to its geopolitical agenda. But Russia is going further, promoting disinformation campaigns which aim to undermine the EU’s credibility and its firm stance regarding Ukraine. What does Russia really want for the European security order?
